run-tume error 429: ActiveX component can't create object - plz an

hello.
I'd like to use MSComm32.ocx (microsoft Comm Control 6.0) in Outlook
2000,XP,2003 VB editor.

I got "run-tume error 429: ActiveX component can't create object"
on CreateObject("MSCommlib.MSComm") in Outlook XP(2002).

I'd run "regsvr32 mscomm32.ocx" and the registration complited successully.

Is it possible that it's a license problem? How can i fix it?
