Runinng Both Access97 and Access2000

I have a user who currently has Access97 but needs to run both Access97
and Access2000 databases.
I don't want to upgrade the Access97 databases, because they are used
by other users.
Is it possible to purchase Access compilers (developer kit)so that the
user(s) can run Access97/2000 databases - without having Access2000
installed ?

Upgrade the user with A97 to A2000. A2000 can run both versions of
databases.
