Your question doesn't really make sense.
No, there's no way to run an Access 2000 database with only Access 97
installed. Yes, the Access 2000 runtime will let you run an Access 2000
database, but if you have the Access 2000 runtime installed, then you don't
have only Access 97 installed...
Is your question whether you can have both Access 97 and the Access 2000
runtime installed? If so, the answer is yes.

So, can a user with a full copy of Access97 (being used to run
Access97 databases) also have the Access2000 runtime installed (on the
same PC) so that they could also run Access2000 databases (but not
create them) ?

Yep. They will likely "step on each other" a bit though. For example; you
pretty much have to give up the practice of opening Access files by
double-clicking them as the system will attempt to use whichever version of
the Access executable that was last run. As long as you open the licensed
version itself and then open desired files from within the GUI and open
runtime files by using shortcuts that specify the runtime executable then it
should work pretty well.
I have five versions of Access on my PC and have few problems. Most of the
issues are dealt with by understanding what is going on so it doesn't throw
you.

Yes. But you must be careful that you install the different versions
to different folders.
