Can I run Access 2000 and Access 2003 on the same machine without any
problems?

You can run them both if you do a custom install of Office 2003 so it does
not remove previous versions.

In general it works fine, though there can be problems with broken
References, e.g. if you use MS Graph, the Calendar control, ActiveX
controls, or references to an Office library. More information about
references:

Thanks for those links guys.
Another question would I need to buy the full version of 2003 or can I buy
the upgrade and run both versions?

My understanding is that installing the upgrade without uninstalling the
previous version would be a breach of the licencing agreement.

Thanks Brendan, I don't think it's worth it
