Running Photo Editor under "User" account

I'm trying to get MS Office's (2000-SR1-SP3) "Photo Editor" to run on a
Windows 2000 Pro box with the user a member of only the Users group. The
app will run if I put that user in the Power Users group, but I don't what
to do that. When started under the Users group, there is some message about
[File type not found in registry]. Are there any registry keys I can change
permission on with Regedt32.exe to get this app to run under the users
group?

Thanks, this looks like what I need. I did a search on the knowledge base
for Office 2000 searched for Photo Editor, but I never saw this one
