'Runtime Error has occured' - Frontpage 2003

I downloaded MS Frontpage 2003 on to a new lap top, published my website to
the new laptop, and am getting this runtime error when I go to the preview
page on index.htm.

It reads:
A Runtime Error has occurred
Do you wish to debug?
Line 1
Error: Invalid character

when I try to debug, it doesn't work and I have to close the program.

Another error that appeared was...this page uses frames but your browser
does not support them
I am using Internet Explorer V 7!!!
