Runtime oddity

We've recently converted a bunch of Access 97 front-ends to use the Access
2000 runtime. Actually, it's one across 75 users. The trouble we've run
into is that on some machines, users get a blank screen when they open it.
We install is using a silent install through Landesk, which has (or should
have) admin rights on the machine.

We've figured out that if we log into the machine manually using the
Administrator account and open it, we get a message like "installing
Microsoft Access" that runs for about ten seconds and everything runs fine
from then on for all the other users on the box. Since we're doing
distribution through Landesk and can't remote login to the box (for
security reasons), the only way I can get it to work right is to drive out
there and login as Administrator, since our users don't have admin rights.
A real pain.

Anybody know a way around this?
