same horizontal line shorter in footer than in header

Hello, I am trying to insert a horizontal line in the header and footer of my
Word document. The stats for both lines are exactly the same -- 3 pts. high
and 6" long -- but the one in the footer shows up shorter than the one in the
header. How do I fix this? Thank you!
