Same style linked to two levels in "link level to style"

I want to link "List Bullet" to level1, "List Bullet 2" to level 2,
etc. by selecting the appropriate style under
Modify-Format-Numbering-Outline Numbered tab-Customize-Link level to
style.
I can do it for all the levels except level 1 which defaults back to
the next style e.g. if I choose "List Bullet" for level 1 it will show
correctly but will have changed to "List Bullet 2" when I exit and
enter Customize again. This result in two levels linked to the same
style i.e. level 1 and level 2 are linked to "List Bullet 2".
Normally it is not possible to link more than one level to the same
style. Can someone explain this behaviour?

I deleted the Normal.dot and allowed Word to recreate to be sure it is
not corrupted and the problem still exists.
Select the "1. List Number" style and right click
Modify-Format-Numbering-Outline Numbered tab-Customize-Link level to
style. Link "List Number" to level 2 and close the windows. Go back and
you will see that "List Number" is linked to levels 1 & 2 which should
not be possible.

Have you also tried to recreate the problem document by copying its
contents (except for the final paragraph mark), as explained in the
article I linked to in my previous message?

More things to try: In the Bullets and Numbering dialog box, Reset
the predefined bullets and numbering schemes. If that doesn't work,
close Word and then delete the List Gallery Presets key in the
registry (in the Registry Editor, you'll find it in
HKEY_CURRENT_USER\Software\Microsoft\Office\<version_number>\Word\List
Gallery Presets).
