Sandboxed to the Junk E-mail Folder Permanently?

The default Junk E-mail settings decided one of my newsletters was junk.
Is there by any chance any means other than creating a rule that will
enable this newsletter to be sent to the Inbox when it is received?

Add the address from which it is being sent to your Safe Senders list.
