Save as JPEG size is incorrect

I'm trying to save a publisher file (mostly graphics) as
a JPEG file.

I've selected the Page Setup, Custom Page size as 750px
wide by 150px height, which is the size I want. But, if I
select Save As and choose JPEG the size expands to 1171
by 235 pixels. If I save it as a normal Publisher file or
GIF the size is correct (750 X 150).

I really need JPEG to get a better graphics resolution,
GIF is to grainy. Any ideas?

If you have set the publication size in pixels, JPG will not give you any
better resolution than GIF.
GIF is a 256-colour file format, and so you may get flattening on your
image.
JPG is a lossey file format, and so your image will be blurry and will have
halos.
I would suggest trying PNG - you will get less quality loss than with JPG or
GIF.
