Save as missing from drop down

I have windowsXP sp2 with all updates and Office 2003 with all updates and
when I open up word under the file drop down several things are missing such
as the open new, save as and a couple other things. I have tried to
un-install and re-install the application including renaming the old folder
it was installed in before installing new. I have had several people log in
and check and it's happening for everyone so it's not user profile specific

any ideas?
