Save Baseline Feature Not Working

I have an environment where PM's will not be allowed to save a baseline. I
have made sure that my test PM is only in the PM group. I unselected the
Save Baseline feature in the Project Manager's security template, applied the
template to the Project Manager's group and the test PM can still save a
baseline. I made sure the PM was not in another group. I went back in and
then selected the Deny option, which is what Microsoft says not to do, and
the Save Baseline feature was turned off. It was my understanding that if you
un-checked the Allow option in the security template and group, this would
"turn off" the feature; of course, assuming the individual is not in a group
that is allowed the feature. What am I missing?

We changing the template, then the settings of a group or an individual is
not changed.
When you add an individual to the group, do you set also the security using
a template with only the individual selected ? If so, then the security
settings of the individual apply even when you change the one of the group.
(that my experience).

You can add members to a group and not touching the security settings per
individual (they appaers greyed out I think)
