"Save Online" greyed out

I'm running Pro 2003 SP1. I'm trying to work offline and
have run into some problems.
1)I don't seem to have a "Save Offline" selection under
the "File" menu as stated in the some of the online help
files.
2)I've been able to use the "Save As", Save to file option
to save a project offline and edit it (something the 2003
admin or config guide say I should not do)
3)I have not been able to upload the changed file back to
the server (consistent with the 2003 admin/config guide).
However the online help says I should be able to do this
using the "Save Online" option under the "File" menu. When
I go to the "File" menu I can see the "Save Online" option
but it is greyed out.

Any suggestions?

To work properly with the offline file features of Project Server 2002 and
2003, you should do the following in preparation:

1. Launch Microsoft Project Professional and log into Project Server
2. Click Tools - Enterprise Options - Microsoft Project Server Accounts
3. Make sure that you have created a login account in this dialog (if not,
click Add... and create one)
4. Select the "Manually control connection state" option and then click OK
5. Close Microsoft Project Professional
6. Launch Microsoft Project Professional, select your user account (NOT My
Computer), and click Connect

Once you have done the above, you can open a project from the Project Server
database and then click File - Save Offline to save an offline copy of the
project on your hard drive. While you have the project checked out in
offline mode, no one else can edit your enterprise project. The offline
feature is useful for working with enterprise projects while you are away
from your company network, such as while traveling on an airplane.

To work with an offline project when not connected to your company network,
complete the following steps:

1. Launch Microsoft Project Professional, select your user account (NOT My
Computer), and click the Work Offline button
2. Click File - Open
3. Select your offline file and click Open
4. Edit the offline file as you wish
5. Click Save to save the offline file
6. Close the project and exit Microsoft Project Professional

When you return to your office and are connected to your company network, do
the following to "synch up" the offline file with the enterprise file:

1. Launch Microsoft Project Professional, select your user account (NOT My
Computer), and click Connect
2. Click File - Open
3. Select your offline file from the list of projects (it will be listed as
Offline) and click Open
4. Click File - Save Online
5. Click Yes to confirm the save
