often an individual will need to format their disk and rebuild windows
because of a virus or error. there should be a program that lets the user
create a disk that will set up office the same way they had it before the
format.

Why would MS want to include functionality that already exists (well, it
does if you're running XP or 2003 which I assume you are).

You don't look very closely at your installed Office Tools, now do you...?
