Saving and Posting Projects to Project Server

When you save a project to project server but you don't post should it be sending emails out to users that they have new tasks or should it only send an email out after the Project Manager has click Collaborate > Publish > All Assignments??

When a project manager publishes assignments in a project, either by
clicking Collaborate - Publish - New and Changed Assignments or
Collaborate - Publish - All Information or even Collaborate - Publish -
Republish Assignments, Project Server automatically sends an e-mail message
to any team member with assignments in that project. This is assuming,
however, that each team member has not changed their default e-mail
subscriptions to be notified about new task assignments (log into PWA and
click the "Alert me about my tasks and status reports" link in the sidepane
of the Home page). When the project manager merely saves the project but
does not publish it, this will not cause an e-mail to be sent to team
members, unless the project manager has chosen the option in Tools -
Options - Collaborate to publish the project every time it is saved. Hope
