Saving attachments

when a non_privideged user opens a file attachement (in
this case "DOC" file) he gets the normal prompt to open
or save
He then deselects the "always ask" dialogue box

but he is still prompted to save or open every time


os is windows xp-SP1 with outlook2002 SP2
