Saving in .msg format

I have a user who writes many e-mails with only a few
changes so he uses the same message over and over. When
writing the first in the series, he was able to save the
message with a .msg extension. He no longer has that
option when doing a Save As from the new message window.
Does anyone have any idea why that is no longer
available? He has an XP Pro system running Outlook 2002.
