Saving the AutoRecovery File is PostPoned--HELP!!!!

We have 900 users working in Office XP on Windows XP
machines. We've set up Word to save the AutoRecovery
file to the root of C:\. The permissions have been
appropriately set for the C drive (Everyone Full
Control). Some of our users are recieving this message
when opening particular files. We found Q174162, but
we're working on Windows 2003 servers and how does
Autorecovery pertain to NT 4.0? Isn't the feature only
available in XP? And since we have XP as our OS, how
could we point it to a FAT partition...everything is
NTFS? Can someone else explain? Only a handful of our
users are experiencing this problem.
