screen jumps when clicking on border

Why does the screen move when I accidently click on a cell
border? How do I turn this off? Its a real annoyance.

You can turn that feature off, if you're also willing to give up drag
and drop:

Choose Tools>Options
Select the Edit tab
Remove the check mark from 'Allow cell drag and drop'
Click OK
