Screen Tips functionality in Visio Viewer

I have a multi-page diagram in Visio that extensively uses screen-
tips.

The document is to be distributed, and users will be using Visio
Viewer to see its content. When I test-open my Visio diagram in Visio
Viewer, the screen tips don't work.

Is there a way to make the screen-tips work?.

If the answer is no, do you have any other suggestions how to achieve
similar functionality?
