Screen Tips ?

How do you insert Screen Tips ? I don't see a mention of it anywhere in
QUE's SE Using Front Page 2000.
I'm using FP 2000

This change works except now I can't utlize the links on
the page I open up without the page disappearing! I need
furthe guidance! Many Thanks
