Although there is a toolbar for screenwriting, nothing seems to happen when you check it. What is it supposed to do?

What¹s your version of Word and where do you see this toolbar?? I can¹t
find it in View>Toolbars in either Word 2004 or Word 2008.

Where are you seeing this toolbar? Please tell us more.
Word itself has no such animal, but I know you can't be making it up
If
"Screenwriting" is listed somewhere my only guess is that you have some sort
of additional software which is adding it - perhaps as a result of the Media
Edition installation - which I've not yet seen.

There is no built-in screenwriting toolbar. However, it may be a custom
toolbar that was brought over from your previous version's Normal
template. If so, it probably has/had custom controls that call VBA
macros, so it won't do anything in Word 2008.
