SCRL on-off?

Can someone tell me how SCRL is toggled in Excel 2004?

I'm on an Intel MacMIni with 10.4.11 and using an Apple Wireless
keyboard Model A1016 which has no sign of a scroll key on it.

I don't want to use it, but I've just had a miserable hour stuck with
it, most of which I spent failing to find a single word about it despite
Help and Spotlight. Somehow the the scroll button on the status bar is
now off, possibly by clicking something useful in the keyboard viewer.

But now, having both got into and out of it without knowing how, I don't
feel in charge.
