Scroll bars disappeared in reading pane

My up and down scroll bar has disappeared in both the reading pane and when I
open an e-mail. How do I turn it back on?

Hard to say without any details.
At the very least always include your version of Outlook. Help-> About

Does it work in Outlook Safe Mode?
Start->Run; outlook.exe /safe

Then the issue is likely to be caused by an addin that you have installed.
Which ones do you have?

Server Colleague Import Add-in, Microsoft Outlook Mobile Service. Inactive
listed are Microsoft Access outlook Add-In for Data Collection and
Publishing, Microsoft VBA for Outlook Addin. None listed as disabled.
