scroll bars

I cannot view the scroll bars in a form

Althought I have set the properties in a form for scroll bars to `both' I cannot see any scroll bars in my form. It has three pages. Can someone help

Scroll bars show for the Detail section of the form. They don't show for the
form header, page header, form footer, or page footer sections.
