scroll not simultaneously moving contents

when i am in outlook 2007 email, for example the inbox, i move the scroll bar
up or down but the view window does not move until i release the scroll bar.

It varies within a small range, but if your folder has about 20 or fewer
items, the window will scroll as you move the scroll bar, above that, the
change won't happen until you release the scroll bar.
