Scroll page but keeping links static.

On one particular page, not the whole site, I would like to keep my links
visible at all times.
Either on the left or the top. The rest of the page scrolling down to varies
item etc. or to bookmarks
Can this be done without using frames?

Yes it can be done, but you would need to use DHTML

At the very top you will see a Black Nav Bar, as you scroll you will see how it follow down the page.
