Scroll Wheel in Inbox

I have a client complaining that his (MS Basic Optical
Mouse) scrolls three lines in his Inbox. Scroll behavior
is normal (set to one line in mouse properties...)
everywhere else (WORD, IE, W'Perfect, etc.) Anyone run in
to this before?
