scrolling forground

In MSIE, I have a page in which the forground scrolls over the background
image. This dose not work in NS. I tried all kinds of ways to make this work
in both browsers. I even tried stylesheets. I read at a css site that this
cannot be done in NS. NS will not handle fixed non repeting backgrounds. Is
this a fact? Did I spend hours trying to do somthing that can't be done? No
wounder I'm getting gray.

NN doesn't support it
