Scrolling text in Outlook 2003

In Outlook 2003, XP as the OS installed on a high end tablet P/C, When trying to input scrolling text I get the following error message "This object was created in MARQUEE. This application is not available to open this object. Make sure the application is properly installed and that it has not been deleted, moved or renamed. MS Office was removed and reinstalled, current service pack included but the problem still persists. Any ideas?
