When scrolling a list--if the ScrollLock key is pressed the active entry
should be locked, frozen and clicking a down/up arrow should scroll the list
but keep the next active entry in the locked position instead of the cursor
moving up or down.
In all cases when starting a list by entering the first letter the list
should be started in the middle or top of the scroll window. For example, in
Outlook Express, when searching for an address entry, when you enter a letter
to 'start' the lookup, the entry with the matching letter is automatically
placed at the bottom of the scroll window instead of at the middle or top--so
that you can 'see' all the entries that begin with that letter. My current
workaround is to enter a letter one past the letter I really want.
