ScrollLock key should lock active entry in middle of scrolling win

When scrolling a list--if the ScrollLock key is pressed the active entry
should be locked, frozen and clicking a down/up arrow should scroll the list
but keep the next active entry in the locked position instead of the cursor
moving up or down.

In all cases when starting a list by entering the first letter the list
should be started in the middle or top of the scroll window. For example, in
Outlook Express, when searching for an address entry, when you enter a letter
to 'start' the lookup, the entry with the matching letter is automatically
placed at the bottom of the scroll window instead of at the middle or top--so
that you can 'see' all the entries that begin with that letter. My current
workaround is to enter a letter one past the letter I really want.

That wasn't what scroll lock was meant for. I don't know why it's still on a
keyboard.

That pause/break key doesn't do anything useful either, and what's that key
in the top-left corner with the squiggles on it?

Ooo, I suppose that might be useful one day when I want to look at the system
properties without going into the control panel.

The "squiggles" are punctuation marks. ~ is a tilde. ` is a grave accent.

I often use the ~ to indicate approximately, such as "Microsoft Office Pro
costs ~$500 in the US."

(I don't use the grave accent but only because I have no reason to.)
