Search and replace question

Operating System: Mac OS X 10.5 (Leopard)
Processor: intel

Consider the following text:

They said "Hooray!" three times.

If I want to replace the stick-figure quotes with proper quotes, I can replace [SPACE]" with [SPACE]“ and "[SPACE] with ”[SPACE]

But consider a cell that only contains the following:

"Hooray!"

Now I can't use spaces to distinguish between opening and closing quotes, as there are no spaces. Is there a way to replace every stick-figure quote that more or less rests against the left or right side of a cell with a particular quote?

The only thing I can think of (and I did not test to verify) is to use an
apple script that pastes it into Word where the smart quote option is set
and then copy it back to Excel.
