Second Table to Roll onto Second Page in Tact

Hi,

Does anyone know if there is a way to have the table grow and roll over onto the second page as awhole? The first page consists of two table. I need the second table to roll onto the second when the first table grows. I cannot create it as a header or a footer because I need to have the table cell protected and have people be able to enter information. Any assistance is appreciated. Thanks in advance.

If you format every row but the last as "Keep with next," the table will be
