Is there a way to send an e-mail to numerous recipients and select
certain recipients to not receive the attachment.

No, not without sending the attachment to one group and
then resend the message without the attachment to the other.

To elucidate Nikki's suggestion, after sending the item with the attachment
(sent to those whom you wish to receive it), open the item in Sent Items,
click Actions>Resend This Message, replace the recipient field with those
whom you do not wish to receive it, and delete the attachment. Click Send.
