Section Page numbering not working in Word 2003

I am trying to paginate a document in Word 2003.

I want the pagination to ignore the cover page--I put a Page Section Break
after the Cover Page.
I then want the TOC in roman numerals starting with i. Got that OK

Then a section break so that the body of the document can start at 1. I
have some columns which require section breaks on page 1 (only 2)

The numbers are in the footer and I used the {PAGE} and tried plain old page
numbering.

Here is what happens.
Page 1 is Page 1 it then skips to Page 6 (section 6) a few pages later, more
skips without any section breaks in between. The numbers change again later
on, including once where it goes to a lower number! I try to delete the
footers and start from scratch and the same thing happens. I try unlinking
and then linking to previous. Same crazy numbering. And I don't see any
section breaks.

How do I fix this?

What gives with this software? Hasn't MS had time to fix it? I have spent
over an hour and a half on this and I'm really frustrated.

Page numbering in Word basically does what you have told it to do. If the
numbering is wrong, it's because the settings are wrong. You must look at
the Format Page Number dialog in each section (even those that may be
trapped in the middle of pages) to make sure that they either restart or
continue as needed. See
http://word.mvps.org/FAQs/Numbering/PageNumbering.htm for more.

So, please explain to me why what I wrote is not clear to you. I looked at
everything. Was that not clear. I guess I really do have to spell everything
out. So let us try this again.

I read the link about this. I followed it exactly. It didn't work. I
tried this several different ways and the numbers were always wrong. I
clicked on each footnote and didn't see any reason for the changes. There
were NO section breaks when the numbers changed. I know that I was seeing
section breaks, because they were there in the places they were supposed to
be and when I put a number change in (just for fun), it changed. Why is all
this so difficult and how do I get it fixed?

If you would like to send me the problem doc, I'll take a look.

Please pardon my intrusion but your restraint is truly impressive and your
generosity even more so.
