Security - Best practice on creating multiple organizations on server

Security

- I have 3 Different Business Units on our ProjectServer
right now. Security is set up so that everyone can see
all projects on the server.
QS
RCBU
IPCBU

I want to change it so that each BU not to see each others
projects on the server.
What is the recommended method of creating multiple
Business groups on the server.

Do I create new Categories called

My RCBU Organziation
My QS Organization
My IPCBU Organization

Under each one for the group

Instead of adding groups - add the people that are
in these groups, or create separate Groups for each BU.

RCBU Executives
RCBU Project Managers

ICPBU Project Managers

What is the best method?
