Security for Viewing MS Access Databases From Excel Datasource

I have set up an Excel spreadsheet that uses an Access Database Query to
retrieve data. The user has read only access to the directory where the
database is stored. The user is unable to retrieve the data. It works if the
user has read / write access to the directory. Why is this?
