security label not available in FP

When I go to tools looking for "Security" that option is
not offered. It is not a choice. I'm using Win XP with
FP2000. Any suggestions? Thanks

Only available when you open the online web via FrontPage, and only if the
host allows it.

Tom, how can I enable to edit the website through online? I am working on our intranet site, so we are hosting this site.

Then you need to open the site through the same URL address that everyone
else on the "Intranet" uses, and enter the user name and password that you
use to "Publish" to gain access to the "live web."
