Security level from commadn line

Is it possible to set Excel's macro security level
from the command line?
I would like to use Very High when Excel starts because
I doubleclicked an attachment in an email,
but only Medium when I start Excel "manually".

Why don't you just set security to medium, that way you will be prompted
to enable or disable macros. There are switches that can be used on
shortcuts
