security, menubars and startup!!!

This is driving me crazy!
I want to hide the menu bar- someone suggested using ‘DoCmd.ShowToolbar
"Menu Bar", acToolbarNo’ which I did with the onload event of my mainform. It
worked fine. I then unckeck all the items in the startup window – except for
‘allow built-in toolbars†, if it is not checked then the menu cannot be
hidden by the code. Thought I had my problem solved. Unfortunately I just
realized that this will not work since toolbars will just appear depending on
the machine it is running on- so I assume that this box must also be
unchecked. Sooooooooooooo, is there a way to unclick all the boxes in the
startup window that would allow someone uncontrolled access to the database,
while at the same time getting rid of the menu bar and still allowing me to
show a custom toolbar on reports?

p.s. i did look at Albert D. Kallal's example from his web site but it still
uses menus.
