Security question. Project view only; logs

What is needed to set up security to prevent other PMs .. (not the author) ..
from opening someone else's project with write access, while allowing view
(read) access for a larger audience?

Related:
Is there any way to track a complete log of changes to a project plan? Even
a list of those who made changes and when would be a great help.

For the first situation, do the following (assuming you are using Project
Server 2003):

1. Log into PWA with administrator permissions
2. Click the Admin menu
3. Click the Manage users and groups link
4. Click the Groups link in the sidepane on the left
5. Select the Project Managers group and click the Modify Group button
6. In the Categories section of the page, select the My Organization
category
7. In the Permissions grid of the Categories section, set the Open Project
permission to Allow
8. Make sure Save Project permission is set to neither Allow or Deny
9. Click the Save Changes button

Performing the above steps will grant each PM persmission to other the
projects of other PM's in Read-Only mode.

Regarding your second question, I know of no default method to allow the
tracking of changes to a project. Hope this helps.
