How can I define a specific project that can be view only
by his manager.
I don't want anyone else to have the ability to access
that project.

Itzik --

Create a new custom Category that gives access to only this one project and
add the executive to this category. While the executive in selected in the
list of Groups and Users, set the Open Project permission to Allow in the
Permissions grid directly below the list of names. Hope this helps.
