Is there a way to let Project Managers view all projects in PWA, but limit
the ones they can access in Project Pro? If so, how is this done?

Yes. The default permissions in Project Server 2003 and 2007 only allow a
PM to see their own projects in both Project Professional and PWA. To allow
them to see all projects in PWA only, you need to modify the permissions for
the My Organization category in the Project Managers group. Navigate to the
definition page for the Project Managers group and select the My
Organization category in the Categories section. By selecting this
Category, you can now define the special permissions for all projects in the
system. Set to Allow the "View Projects in Project Center" permission and
"View Projects in Project Views" permission. Please excuse me in advance if
my wording for these permissions is not exactly correct, as I am working
from memory, and I don't know which version of Project Server you are using.
I think you get the point. Save the changes and your PM's will be able to
see all projects in the Project Center page. Hope this helps.
