security settings

When I go to the tools options, the security choice is grayed out. I want to
add a group of users to a web & set permissions. The help file gives me
instructions referring to the security settings under tools.
The web is located in C:\my documents\my webs\XXX
How do I set security for the XXX web?
I did publish it & it looks fine but really need passwords for users ASAP.
