Semi OT - Locking browser

I know the subject line is not very descriptive. Apologies.

What I need to do is set up a display with a monitor and mouse so that
visitors to a booth can browse the web page. It doesn't have to be
online. I just don't want them to be able to close the browser or view
or open other areas on the computer. Suggestions for this beginner?
(OK, the skills of a beginner even though I started with FP97, FP03
now)

Set the page as the active desktop "homepage," then hide the desktop icons and then drag the page to
full screen width.
