How do I set it up in frontpage 2003 so someone can click on a link and "send
this page to a friend"

You need to look for a script to do this. Google, for example:
"send this page to a friend script"

www.Deliverent.com has a free Send-to-friend button that is compatible
with frontpage 2003 (and all other tools.)
