send and receive at startup

How do I stop outlook from sending and receiving email when the program is
started.

I have Outlook 2003 with a permenant internet connection

Here you go---

Click on TOOLS> OPTIONS
Click on the TAB Mail Setup
In that window, the 2nd item, click on SEND/RECEIVE
Once you click on that, you will see a variety of send/receive options.

Select and Deselect the ones that are best for you.

Tools > Options > Mail Setup tab > Send/Receive button. Remove the checkmark
in front of automatic Send/Receive settings.
