Send email notification to mulitple users

I have an Admin project that I would like to send email notification to
mulitple PMs when a resource puts in planned hours for any of the admin
tasks. I am still ok with having one PM who approves their time, but I need
multiple people to know that someone requested planned admin hours. Please
advise how this can be done.
