Send from default account in Outlook 2003

How can I make it so that Outlook always uses the default account to send
from? I have 2 accounts and when I try to forward some messages, Outlook
tries to send from the secondary account, other times it will use the primary
account - there seems to be no rhyme or reason behind this. I'm not using
Exchange. Any ideas?
